There’s a real problem in Illinois, especially in the Chicago area, with people who are unbanked. But the good news is that residents can find many Illinois banks that don’t use ChexSystems along with Illinois second chance checking accounts.
A sizable portion of the unbanked are that way because of ChexSystems.

Anyone can open a savings account with the membership but for a checking they run a credit report. The minimum opening deposit required is $25.

First American Bank offers a “Fresh Start Checking” if you’ve had difficulty opening a checking account at other banks. The account features a Debit Mastercard, unlimited check writing, free mobile, online banking and free bank-by-phone. The minimum opening deposit is $50. There is a monthly service fee of $9.95.
First FSB Hegewisch will open an account if no report of fraud with another institution surfaces after ChexSystems report is pulled. You can open the Totally Free Checking account with a $10.00 deposit. There is no monthly fee for this checking account.
You can open an account as long as you do not have a history with Fraud and you do not owe them any money. They have an account called “Basic Membership Advantage” with a $15 monthly fee.
First National Bank and Trust Company is an Illinois second chance bank option. The “Renew Checking” is for those with a less-than-perfect checking past. The minimum opening deposit is $25 along with a one-time setup fee of $15. The account comes with a Visa debit card and you will be eligible to upgrade the account to the Everyday Checking Account after 12 months in good standing.
This Illinois credit union does not use Chexsystems, Telecheck, EWS or a Credit report. Generations Federal Credit Union offers several checking account products that requires a $25 minimum opening deposit. 2 forms of identification are required.

After account is in good standing for 12 months the account can be converted to My Marq Checking Account.
Midwest America Federal Credit Union in Illinois does not use ChexSystems. They use Telecheck and offer a variety of checking account products.
You will be able to start a Foundations of Money Management (FOMM) and you must complete a FOMM class. After 6 months in good standing you may transition to traditional account. The “Foundations Checking” does not have a monthly fee but the opening deposit required is $25.00.
Get a free “Second Chance Checking Account” with no monthly service fees. The minimum opening deposit is $25. The account features online banking, online bill pay, telephone banking, direct deposit, monthly e-statements and a Visa debit card.
